A lesson learned three times is a rule waiting to be written. This engine scans memory for those repeats and promotes them into permanent system rules, with an approval gate in between.
- Scan the memory files (main memory plus every agent's memory) for recurring themes, counting how many times the same lesson or fix has been written down across entries.
- Classify each candidate by threshold: a rule needs 3+ repeats with an enforceable do/don't, a skill needs 5+ repeats with an 80%+ success rate, a failed pattern becomes a TRAP entry with a prevention recipe.
- Build a promotion request listing sources, frequency and success rate, and put it in front of the owner for approval; nothing gets institutionalized silently.
- On approval, write the pattern into its single canonical home: a trap registry entry, a rule file, a routing convention row or a new skill draft.
- Clean the sources: the scattered memory entries are replaced with one reference line, so the knowledge lives in exactly one place and cannot drift into conflicting copies.
- Schedule a regression check a month out to verify the promoted rule still earns its keep; stale patterns get flagged for deprecation.

How does it decide whether something becomes a rule, a skill, or just stays a note?
A classification taxonomy sorts candidates into rule, skill, convention, or trap, and frequency thresholds gate promotion: a fix seen about three times qualifies as a rule candidate, five times as a skill candidate. Failed experiments get classified as traps so they become guardrails instead of repeats.
